Anyone know what this is, and is it a way for us to get Oreo ?

It’s a version of Android pre-installed on certain phones. Currently the Android One version of the Moto X4 (sold exclusively by Project Fi) is the only phone for the US market that uses it.

Let’s try to address the various parts of your question:

Android One is a version of Android that was originally designed for the overseas market that is now available in the US only on the Google Fi version of the Moto X4. This phone does work with Republic.

As far as “is it a way for us to get Oreo”? Basic answer, no. You’ll get Oreo if and when the manufacturer of the phone you’re using decides to release it. Info on how the process works here: Where’s My Android Update? Understanding the Update Process
