Generally yes, so long as the owner of the WiFi in question supports Voice over Internet Protocol (VoIP) calling. VoIP is the technology powering the WiFi portion of Republic’s blended WiFi/cell service. You will be able to exchange calls and text messages with U.S. and Canadian numbers. You will not be able to use Republic service to exchange calls or text messages with local (in country) numbers. More here: International Travel with a Republic Phone.
