When I bought my Moto E 2nd gen from Republic, they said it was modified in such a way that it cannot work with other networks. Is that still the case with phones purchased through Republic?

Be aware that although the 3.0 phones are unlocked not all of them will work with CDMA carriers like Sprint and Verizon.
Also, remember that just because the phone has the ability to be used on a different carrier, a carrier doesn’t have to accept the phone or support it.
