Because RW states I do not have a phone, is this the reason I cannot transfer my ATT phone number to this phone?


You need to log into your account using the same email address and password used when you purchased your phone.

I believe the issue is that the sign-in credentials for this forum are not necessarily the same credentials that you used to purchase your phone. The email/password you used to purchase the phone with are needed to sign-in to the My Account portal.
