Yes, one’s phone cannot be tracked while it’s turned off. Depending upon how one has location services set on one’s phone, Google may be able to map its last known location before the phone was powered down.
It is entirely possible to turn off Google’s location services, however, doing so would mean not being able to locate your phone should it become lost or stolen.
