We are going on a South Caribbean cruise in a few weeks. Can I use my republic 2.0 plan on wifi to call and text when wifi is available in foreign countries? (Moto G 3rd Gen phone)
As long as the ports for VOIP and texting used by the phone aren’t blocked on the Wi-Fi router you connect to. In the US the most common places that block those ports are schools and businesses securing their internal networks, almost never on free Wi-Fi sites. I don’t know what is common practice other countries.
This will be for service to the US and Canada only unless you have a calling card or an app that provides service to other countries. Installing a foreign SIM is unlikely to work either, so don’t expect to be able to use one to make local calls while you are there.
