Moto E4 can't place calls because phone is quickly switching back and forth from "cell" to "wifi"

When I awoke this morning, I was unable to make a call! This resolved on it’s own 3 hours later.
During this three hour malfunction I noticed that the signal strength meters at the top of the screen were flashing regularly every few seconds, or so.
By flashing, I mean the Cellular strength was varying from 1 bar to No Signal repeatedly, While the WiFi signal meter was reading full signal to No signal in response to the fluctuating cell signal.
I am assuming the problem was due to Cell Tower maintenance, etc at this time.
My Question is: Can I set my phone to disregard the cellular signal and just stay locked on to my WiFi if this situation arises again?

Sure. Turn on Airplane mode and re-enable Wi-Fi:

To turn Airplane mode on or off:

  1. Open your device’s Settings app.
  2. Tap Network & Internet.
  3. Turn Airplane mode on or off.
  4. You can connect to Wi-Fi while in Airplane mode. Learn how to connect to Wi-Fi networks.

Turn on & connect to Wi-Fi:

  1. Open your device’s Settings app.
  2. Tap Network & Internet and then Wi-Fi.
  3. Turn on Wi-Fi.
