Moto Play 4G Inactive & number transfer

Can anyone help me with a Moto Play 4G that works, but shows up as inactive? This occurs when i try to do a number transfer (use my former number). Phone shows a green arch-fetching account info. Also says: Something went wrong-try later. Already entered credit card info, wifi info. Unable to do a number transfer. Thx for any help.

Has this problem disappeared yet? The 'fetching data" thing happens in the accounts from time-to-time.
