I am on 1.0 why do I have to wait until tomorrow to get data? My daughter is on 2.0 and her plan changed imediatiately.

On the 1.0 plan, you get two plan changes per billing period. These plan changes should take place in minutes, not the next day.
If you requested a transition to 2.0, that will not take effect until the start of your next billing cycle. Is it possible this is what happened? If so, I recommend you cancel the requested plan transition. To do that go here:
Click “Cancel a pending plan change” and follow those instructions.
Once that completes, you can request a plan change to you 1.0 plan. To do that, go here:
Click on “Change the plan on your account”.
