Republic App on Cell Network when phone screen is off

Anyway, I just got the Nexus 6P. When I pick up the phone to wake it up (the “lift to wake” feature), the RW app says “Connected to to cell. You’re connected to the cellular network.” The phone is 2 feet away from my wifi router. When I unlock the phone, it connects to wifi. I want to be a good RW user and use wifi when it is available, but it seems like the phone won’t do that when it is asleep. Why isn’t it connecting to wifi?
