RW app takes longer to setup call, but is more reliable

I’ve had my share of troubles with the app using cellular when wi-fi is available and problems with missing calls because of Android Doze Mode.
Lately, these issues seem to have disappeared. I don’t use the doze mode script anymore (it didn’t actually work on Android 9 on my phone).
It seems to take longer to setup a call on wi-fi but I don’t care – the calls work better.
I wonder how Android 10 works? Is it two steps forward and one step back?
Will there ever be a Motorola phone released that runs the current version?
