Texts: Two new Moto G7 phones only one can have texts received by a 3rd number, we have reset everything to no avail. The only thing we have noticed is the numbers the one phone can’t text are on ATT but the other phone can. What’s going on?

You will need to submit a help ticket to get that sorted out.
The problem was finally fixed when I reinstalled Message and did not install the updates. It was te updte that caused the app to not work.
