Unable to change my plan on Samsung S8

Issue Description

When tryin to change a plan while the application I am getting an error message: You don’t have permission to change the plan on this phone.
I have logged out and logged back in. Same issue. I am the account owner and there is only one account on the phone. I have reactivated the phone and reset the app. Those solutions don’t help the issue still persists.

Please advise.
