Unable to place phone calls while in Cellular Network


I am unable to make calls using the cellular network, even with a full cell signal. I am using a Moto X Pure Edition phone, with unlimited talk/text and no data. An exclamation point is appearing next to the cell strength icon. When I try to call, I get what sounds like a fast busy signal.

I have tried the following:

1.  Restarting the phone
2.  Restarting the phone in a good place with good cellular signal
3.  Checking that I have mobile network settings enabled
4.  Resetting the Network settings and restarting phone

I have seen some forum discussions saying a new SIM card might be needed. If so, how do I go about getting one?

Please make sure you have data enabled and do not have the data-warning turned on.

Settings > Data Usage
Make sure “Cellular Data” is toggled to the right, and blue.
Then tap, “Cellular data usage” and the settings gear :gear: at top, right.
Make sure “Set data limit” is toggled off, and Data Warning is set to a very large number, like 50 GB.

If you’ve confirmed those settings are correct and the exclamation point persists, please open a support ticket so our technicians can further troubleshoot with you.
