Unavailable from My Calling Area 14a

I am trying to contact a company in canada, but after I call, it immediately says “We’re sorry, the number you’ve dialed is unavailable from your calling area 14a”. Why am I unable to call?

I’m most familiar with getting that message if calling an 800 number that has a restricted call area. For instance, my company has an 800 number that only works for callers from the US. If you were in Canada and tried to call it, you would get that message. Any chance that you’re calling a toll-free number?
